Recently, ships flying the Russian flag have been banned from accessing EU ports, including Rotterdam. Russia is attempting to bypass this with a "shadow fleet." We examine why this fleet poses a safety risk and how the (State) Harbour Master prevents these vessels from docking in Rotterdam.
