Explore all administrative procedures required when offering the HV-standard. Different safety assessments need to be done upfront to make sure a safe connection could be made between ship and shore (CONCEPT NOTE Regulation of the European Parliament and of the Council on the use of renewable and low-carbon fuels in maritime transport and amending Directive 2009/16/EC: (FuelEU Maritime). 

Based on the AFIR Regulation usage of the installation needs to reported to the EU. Reporting lines are not defined yet (statement in 2024). 

By selling electricity to the agent/vessels an invoicing system needs to build – assess the impact on the administrative procedures at your terminal.

 Which standard is used for the shore power installation?

• High Voltage: EC/ISO/IEEE 80005-1:2019
  

• Low Voltage: EC/ISO/IEEE 80005-3 (still informative in 2024) 

Identify handling procedures and needed certification for the connection process and operating the installation. 

Write a concise statement of all benefits for potential customers when using shore power at your terminal. Include:  

• costs of electricity vs. MGO; 

• lower emissions and carbon footprint; 

• building a sustainable supply chain; 

• noise reduction and elimination of air pollution in surroundings of the vessel; 

• possibility for maintenance on the generators during berth; 

• better working conditions for staff and terminal personnel; 

• etc.

Investigate the possibility to generate revenues by selling the electricity to the vessel. Multiply the ship’s electricity usage by the kWh rate plus your margin to cover your costs.

Rule of thumb: 2% of your CAPEX costs could be your yearly operational fee. 

Determine costs for:  

• Commission and handling fees; 

• Preventive and corrective maintenance;  

• Incident management; 

• Insurance; 

• Grid connecting fees;  

• Invoicing;  

• Energy purchasing, etc. 

Make use of subsidy advisory or explore European, national and local subsidies (Climate grant, Nitrogen grant, CEF AFIF, Kansen voor West III).

Calculate costs for:  

• Engineering; 

• Installation; 

• Upgrade the grid connection (operator costs and civil works); 

• Frequency converter; 

• Transformers; 

• Cable management system (if needed); 

• Unforeseen expenses  

Identify challenges in terms of lead times, planning, operational activities, design choices etc. 

Apart from the technical electrical design, a design for the physical location and impact on the site needs to be made, including the impact on your civil works. 

Determine the requirements in terms of flexibility of the design.

Identify alternative power sources and make your design future-proof or work with different scenarios or growth paths within your design to make it sustainable.  

Check which costs are involved in the increase of demand (CAPEX and OPEX).

Determine the maximum power demand, voltage and frequency requirements and number of supply points.

Consult the agents/vessel owners to determine the electrical load of the vessels, and thereby identify the average and peak demand. Keep in mind the activities done (and associated electrical demand) while the ship is at berth (e.g. hotel load vs. use of cranes and pumps on the vessel) and take into account the High and Low Voltage standards (IEC 8005-1/3)
